Which the TF2 SDK being made public, it is now possible to completely rewrite, easily mod or possibly port the game to other platforms. After looking it up myself it seems like the PS Vita has just enough horsepower to run TF2 at it's bare minimum spec requirements but I am sure with time and polish it could be made better.

The current PSVita version is very outdated (comparable to 1.2.2 on PC) and lacks proper touch controls that later version got aswell.

There are known ways to decompile the full game using specific tools for C# programs and there are some old repositories available on web (the most updated is this one: https://github.com/WeDias/StardewValley).
